King Charles V + III = VIII = XVI, the tyrant who rules the kingdom of Takicardia, is in love with a shepherdess and wants to marry her. But she is in love with a chimney sweep, who returns her affection. With the help of a wisecracking bird, whose nest is in the rafters of the king's private chambers, the lovers flee to the Lower City.

The police are in their traces, and everyone is after them - flying machines piloted by mustachioed policemen, mysterious dirty-gray creatures who spy on the city,  motorized newts, and even the king himself, seated on his floating electric throne, or astride an enormous robot. The chase is on...
